FSSAI is an abbreviation used for Food Safety and Standards Authority of India. An FSSAI license online or directly through authority is required before starting a food business. Manufacturers, traders, and restaurants who deal with food must obtain a 14-digit registration number printed on food packages. FSSAI's primary goal is to regulate and check for safe food manufacturing, storage, and transportation practices among Food Business Operators (FBOs). You can apply for a food license online through the portal of the FSSAI, depending on the business's size and nature.

India's Food Safety and Standards Authority have mandated food operators to obtain a food license to monitor the quality of food products they produce or process. Businesses engaged in food activities must apply for different types of food licenses depending on the parameters listed below:

Petty Food Business Operators (FBO) who himself manufactures or sells any article of food or a petty retailer, hawker, itinerant vendor or a temporary stallholder or small scale or cottage or such other industries relating to food business or tiny food business operator having annual turnover up to Rs. 12 Lacs or whose
  1. production capacity of food products does not exceed 100 kg or litres per day, or
  2. procurement or handling and collection of milk is up to 500 litres of milk per day, or
  3. slaughtering capacity is 2 large animals or 10 small animals or 50 poultry birds per day or less
These FBOs are required to obtain FSSAI Registration Certificate by applying on Food License Online and Registration System. This Registration Certificate is embedded with a QR code and has the image of FBO with a 14-digit Registration number starting with 2 (2xxxxxxxxxxxxx).

No, it is not required. Utensils/packaging materials are not covered under the definition of food as per Section 3(n) of FSS Act, 2006 – so FSSAI License/Registration is not required.

Yes, it is mandatory to declare a 14-digit FSSAI License or Registration number on cash receipts/ purchase invoices/cash memos/bills, etc., by all food businesses. When any operator issues 2 transaction documents, such as transporters issuing transport challan/ Bill, etc., and an invoice, then the FSSAI number needs to be mentioned on both documents. The only exemption will be the GST e-way bill and other govt documents which are system generated.
